HOUSING, LAND AND PROPERTY
Housing is a crucial aspect of human life, and it is a basic need that every individual requires to live a comfortable life. In Rugan Fulani and Tandari, Potiskum Local Government Area of Yobe State, housing is a major problem, as the demand for housing exceeds supply because of the influx of IDPs and returnees to the communities, this situation has led to a rise in the cost of housing, which has made it difficult for IDPs and returnees to afford decent housing. Sensitization on housing land property rights is, therefore, necessary to create awareness among the residents of Rugan Fulani and Tandari, Potiskum Local Government.
In accordance with the PSNE’s strategic objectives and the 2023 Humanitarian Response Plan (HRP), Hope Interactive protection and rule of law delivered protection interventions aimed at understanding and improving the protection environment, reducing risks, and responding to critical protection needs of IDPs, returnees, refugee and host community members in RUGAN FULANI, TANDARI Potiskum.
The protection and rule of law department of Hope Interactive undertook protection monitoring and sensitization activities to Rugan Fulani and Tandari communities in Potiskum Yobe States, identifying and sensitizing one hundred, IDPs through Key Informant Interviews. Households comprised of thirty IDPs, fifty returnees, and refugee returnees were registered and screened for vulnerability in Rugan Fulani and Tandari communities in Potiskum.
BACKGROUND
Rugan Fulani and Tandari, Potiskum, are two communities that have experienced an influx of IDPs in recent years because of the conflict in the Northeast, the communities are predominantly rural, and the majority of the residents are farmers and herders. The demand for housing in these communities is increasingly rising due to the upsurge in population and influx of returnees and IDPs, and this has led to the rise in the cost of housing. Unfortunately, some people have taken advantage of the situation to sell lands that do not belongs to them, and this has led to disputes and conflicts over land ownership.
OBJECTIVES
The objective of the sensitization was to create awareness among the residents of Rugan Fulani and Tandari, Potiskum on the following:
- The importance and rights of IDPs to own a property.
- The need for proper documentation of land ownership to avoid disputes and conflicts.
- The dangers of buying land from unauthorized persons or without proper documentation.
- The role of the government in providing affordable housing for low-income earners and IDPs.
KEY ACHIEVEMENTS
AWARENESS RAISING AND SENSITIZATION ON HLP IN RUGAN FULANI FOR WOMEN IDPS
The Protection and rule of law department of Hope Interactive conducted awareness raising and sensitization sessions in Rugan Fulani and Tandari communities in Potiskum that facilitated knowledge and empowered nearly one hundred individuals including people with special needs.
COMMUNITIY MEETINGS ON HLP RIGHTS
The protection and rule of law department of Hope Interactive conducted sensitization program with communities’ members which involve community meetings especially with returnees, IDPs in Rugan Fulani and Tandari communities. This serves as an opportunity for community leaders and government officials to educate the residents on their rights of HLP and the need for proper documentation of land ownership to avoid disputes and conflicts.
OPERATIONAL GAPS AND CHALLENGES
Lack of Funding:
The current underfunding of the HLP in Yobe undermines the implementation of a comprehensive HLP response in line with HLP needs on ground. Due to the funding situation, Hope Interactive (HI) targeted only few participants in Potiskum LGA and communities with HLP needs and only few communities were reached carrying out HLP activities limiting the response to very few targets out of the enormous people in need around and across Yobe state.
Limited Land Access:
The affected population’s access to land for living and livelihood activities continued to be a challenge due to movement and access restrictions put in place by the military given ongoing violence and insecurity. Flooding and other climate related challenges. the landowners’ demands for rent payment for land also continued to impede the affected population’s access to land especially IDPs
Absence of Civil Authorities and Disputes
HLP disputes including secondary occupation, boundary disputes, competing ownership claims etc. continued to threaten the HLP rights of displaced communities. The absence of civil authorities including access to justice actors, courts and dispute resolution mechanisms has increased the challenges to resolve HLP disputes.
